Steps for each homeless guest to become a citizen of the Health Center City:
Start: Health Center Front entrance/exit.
Step #1 Security Station #1 with a metal detector.
Step #2 Medical assessment
Step #3 Communicable Disease Treatment/Minor Health Treatment- major health issues go to 2nd-floor medical professionals
Step #4 Exchange dirty clothing for a disposable robe
Step #5 Shower-or disinfectant soaking (complete hygiene)
Step #6 Obtain scrubs to wear in the health club
Step #7 Move out of the dressing room to medical assessment-to 2nd floor mental health or registration.
Step #8 Registration:
a. Quick access fingerprint registration-straight access to the Health Center
b. Tent assignment,
c. PO Box assignment
d. Signed agreement to follow the rules or be evicted.
e. Apply for a Health Center job
Step #9 get a hot meal at the cafeteria and access all other services:
The Services:
a. Library
b. Computer room
c. Mail room to establish address
d. Social services for welfare, disability, Medicaid, and substance abuse torment
e. Track with basketball court
f. TV/Movie Lounge
Step #10 exit, pick up clean clothing and proceed to tent assignment.
2. The Tent City.
The Tent City consists of 150 tents, each accommodating 10 people, located at the four corners surrounding the Health Center building. This setup can house up to 6,000 homeless individuals per health center.
Safety is key to comfortable living: To ensure controlled security for the guests, a high-security military bobbed wire fence encloses the entire tent and building encampment, with only one entrance/exit point designated as security station #2. Access to the tent city is strictly limited to individuals registered with the Health Center; no guests are allowed. The four tent areas are divided based on age, gender, and health conditions, with each area having its own security station: #3, #4, #5, and #6. All areas are equipped with a quick response team. It is important to note that male guests are not permitted in the female or family areas, and any guest attempting to access an area other than their designated one will be evicted. Emergency beacons, similar to those found on university campuses, are strategically placed throughout the area.
A clean environment is key to comfortable living: Smoking, drinking, and eating are prohibited within the tent area, but there is a park located outside the gates/property where individuals can eat or drink. It is important to clarify that this park is not part of the Health Center property and is not the responsibility or concern of the Health Center. If any of the homeless individuals engage in consumption, it will be done on city property, not inside the Health Center.
The foundation of the plan concept includes taking care of basic needs without crossing the line of giving the homeless an asset of value. The tent living is safe, clean, climate-controlled, and comfortable but not a youthful ambition.
Of course, the homeless are not just going to jump on board. So we are planning free food stations outside the gates with Health Center Ads. We will have vans going throughout the county picking up the homeless and bringing them to the facility and food bank. There will be several carrots including hot food, a place to sleep, free medical care, a physical address where they can receive social services
