Cost to Launch: Fixed and Variable Expenses

Building a City: The Romans said "Just Facere" when they built the Baths of Caracalla to bathe the hundreds of thousands of street Romans. Later it became the Nike slogan.  The failure to cure homelessness over the past 20 years has wasted trillions of dollars, resulting in the problem growing by a factor of 10. The waste of US tax dollars while the homeless eat dirt and live in filth is the norm, not the exception and IS AN ATTACK ON OUR CITIZENS. 


Health Center Building: 

Building a Health Center facility is estimated to cost 20 million dollars per facility. The 2nd floor medical and mental hospital will cost 5 million dollars to build. But we will have an in-house medical billing office recouping most of the cost.  The tent city will cost 3 million. These costs can be offset by naming, donations, and non-profit tax exemptions. For example, the US military SeaBees can be built as a tent city. Total cost to build each facility with zero offset: $28 million 

 

Factors influencing the cost to launch and operation:

  • donated land by the city, state, and/or federal government 
  • construction and labor costs offset by federal and state relief
  • permitting and licensing
  • the cost or donation by the Federal government for two airport TSA unit security systems per location
  • other security, fire, and fast action donations
  • bus transport advertising space
  • medical billing and reimbursement for the hospital
  • financing fees and interest
  • legal fees 
  • insurance

The estimated cost includes the cost to build and equip the following (where additional furniture, phones, computers, chairs, desks, etc. apply--add)  

  • computer equipment for the facility
  • telephone equipment for the facility
  • emerengcy communication systems for the facility
  • cafeteria and kitchen equipment
  • tents, climate control, beds, down comforters/pillows, dividers, footlockers, lighting, emergency beacon, end table/lamp, wood valet stand for hanging clothing
  • security gates/shacks/camera system/video room
  • fast response security/fire system
  • intake/reg/assignment system computers, servers, software, finder print pass etc.
  • "outside the property" storage and park facilities including BBQ, benches, and shelter
  • HCC bus to gather homeless throughout the city or state
  • library and supplies 
  • computer room. computers 
  • industrial laundry equipment 
  • atrium river, waterfall, plants, birds, fish
  • movie/TV lounge
  • social services office
  • drug and alcohol treatment center 
  • religious services, chapel, synagogue, and others
  • financial and medical billing/coding office 
  • information/courtesy desk
  • post office 
  • career center office
  • atrium, river, garden, aviary, fish pond 
  • donations office intake and distribution 
  • male locker room / steam room
  • female locker room /steam room


FF&E Costs: These are the costs associated with equipping the hospital, including: 

  • medical equipment: Imaging equipment, ER treating instruments, patient monitoring systems, etc.
  • furniture: Beds, chairs, desks, etc.
  • computer equipment: computers, servers, software, EMR. etc.
  • telephone equipment: communication systems for the facility.
  • other movable equipment: 
  • other equipment essential for hospital operations.
  • scrubs for the entire city population: Guests wear scrubs in the Health Center while they are having their clothing laundered 


Ongoing Expenses: Total operating salaries 75 million for  1,500 employees averaging $50,000 salaries and ongoing expenses capped at 1 billion per facility, capped at 35 facilities in 15 States. Vets are encouraged to join the project. Ongoing expenses include: 

  • building/tent city maintenance, 
  • utilities
  • mental health services 
  • medical health services
  • cleaning services  
  • temp staff salaries 
  • cafeteria food and beverage 
  • security camera and emergency beacon maintenance
  • fire prevention maintenance
  • SWAT/EMT maintenance
  • HCC Buses maintenance
  • intake maintenance
  • storage/park BBQ/parameter maintenance
  • social services 
  • drug and alcohol treatment
  • financial and medical billing/coding 
  • library/computer room operations
  • Industrial laundry expenses
  • post office operations 
  • career center/donated business attire 
  • atrium cleaning/maintenance
  • donations office intake and distribution 
  • male locker room supplies
  • female locker room supplies
  • steam room maintenance


After six months or when each city is stabilized 50% of the staff will no longer be needed and will move to other city openings to train new staff.

REASONS WHY CITIES AND STATES FAIL ON PURPOSE: MONEY!!!

Many cities and states are so reliant on homeless funding that they intentionally perpetuate homelessness, pocketing billions. The Health Center City plan is a major challenge for city councils nationwide, a hot potato for housing authorities, and a threat to those profiting from homelessness. Cities often obtain funding then sabotage homeless initiatives to maintain the cash flow. Homeless individuals don't vote, making the money generated from their plight more valuable to politicians than their well-being. Widespread misappropriation of funds makes securing solutions impossible. 


As a Portland, Oregon official stated, "You're wasting time. We won't shut down city homeless programs; they're reliant on homeless funding to continue helping the homeless." When we ask isn’t solving the homeless problem the goal? She said, “the homeless problem will never be solved.”  (Portland has the third-highest per capita homelessness rate in the US). Our plan's effectiveness is its problem; it would obsolete existing NGO projects. When we reminded her that the Portland Mayor won his election by promising to solve homelessness, she laughed and hung up. This is common response during all interviews with federal, state and city officals. Homelessness is one of the most effective fund raisers.   


Therefore, we must explore alternative funding for the Health Center City. 


We have a solution and therefore we're operating outside the dysfunctional city systems designed to address homelessness. Since our resisisantce is due to political greed and apathy we have turned to the media. More spcrifically the use of a unique blend of gonzo journalism, personal narratives, humor, and provocative social commentary, engaging audiences with his confrontational style and making the truth of homeless funding accessible and relatable to the public. 


 We are creating a documentary to expose political corruption and force them into the open to admit they have no desire to solve the homeless problem and  have given up.  This will be good media showing the fight—homeless veterans against unscrupulous politicians, humanity against unethical greed—makes compelling news. It’s a brilliant documentary about a simple problem that's plagued America for 50 years.
