  • Months 1-2 (Preparation Phase): Site selection on federal land (e.g., Phoenix, AZ or Philadelphia, PA); secure offsets/donations; finalize permitting and partnerships (e.g., with military SeaBees for tent setup). Conduct rapid feasibility study.
  • Months 3-4 (Build Phase): Construct core facility and tent city; install equipment (e.g., security systems, medical billing office). Train 1,500 staff (prioritizing veterans).
  • Months 5-6 (Launch & Evaluation Phase): Open to residents; implement intake/health protocols; monitor metrics. Stabilize operations, with 50% staff redeployment to new sites.

  • Health Center Core: $20 million for the main building—integrated services like showers, laundry, cafeteria, and offices.
  • Second-Floor Hospital: $5 million for medical/mental health facilities, with in-house billing to recoup costs via insurance/Medicaid.
  • Tent City: $3 million for 600 climate-controlled tents, beds, comforters, dividers, lockers, lighting, and basics.

Smart Offsets & Variables: Slash costs further with:

  • Donated federal/state land and labor (e.g., construction relief programs).
  • Freebies like TSA security systems, fire equipment, and bus ads.
  • Reduced fees for permitting, financing, legal, and insurance through non-profit status.


Equipping for Success: FF&E (Furniture, Fixtures & Equipment)
