Simple Rules Will Make it Work For All
- We understand the homeless, many are insane, and many are criminals. High security is crucial. We have sectioned off the sleeping areas where children, women, the elderly, and the handicapped are separate from the general camp population. Unsanitary or aggressive behavior will be met with immediate expulsion from the Health Center City. The insane will be escorted to the mental health facility on the second floor of the health center. The only way this project can work is to keep filth and violence outside the gate. There are rules in hotels, there are rules in apartment complexes, and there are rules in HOAs--in any civilized living arrangement, there are rules. The reason most housing solutions fail is filth and a breakdown of rules. In the Health Center City, strict rules and extensive security measures will be implemented to maintain a clean and safe environment for the benefit of all residents. The residency will be considered a privilege, not a right, and will be governed by the rules and regulations of the hotel industry with an absolute right to refuse service. Security cameras will monitor every corner of the facility to ensure safety and prevent acts of violence, gang activity, smoking, drinking, bullying, harassment, urinating, or eating within the premises. It is crucial that issues commonly seen on the streets do not enter the gates. The sleeping area is to sleep, not to entertain. Outside the gate, there will be a park featuring picnic facilities and a Shaded Picnic Ramada structure, providing residents with a place to eat, drink, and do as they please. It's not part of this project and is managed by the city. If the homeless are going to misbehave, they can misbehave outside the fence. To ensure safety and order, shopping carts and non-essential personal belongings will be securely stored outside the gate. It will be a locked area accessible to members only. The Health Center sleeping area must remain clean and organized, not resembling a junkyard. If the rules are not enforce the city will fail.
Cost to Launch: Fixed and Variable Expenses
Building a City: The Romans said "Just Facere" when they built the Baths of Caracalla to bathe the hundreds of thousands of street Romans. Later it became the Nike slogan. The failure to cure homelessness over the past 20 years has wasted trillions of dollars, resulting in the problem growing by a factor of 10. The waste of US tax dollars while the homeless eat dirt and live in filth is the norm, not the exception and IS AN ATTACK ON OUR CITIZENS.
Health Center Building:
Building a Health Center facility is estimated to cost 20 million dollars per facility. The 2nd floor medical and mental hospital will cost 5 million dollars to build. But we will have an in-house medical billing office recouping most of the cost. The tent city will cost 3 million. These costs can be offset by naming, donations, and non-profit tax exemptions. For example, the US military SeaBees can be built as a tent city. Total cost to build each facility with zero offset: $28 million
Factors influencing the cost to launch and operation:
- donated land by the city, state, and/or federal government
- construction and labor costs offset by federal and state relief
- permitting and licensing
- the cost or donation by the Federal government for two airport TSA unit security systems per location
- other security, fire, and fast action donations
- bus transport advertising space
- medical billing and reimbursement for the hospital
- financing fees and interest
- legal fees
- insurance
The estimated cost includes the cost to build and equip the following (where additional furniture, phones, computers, chairs, desks, etc. apply--add)

- intake/reg/assignment system computers, servers, software, finder print pass etc.
- "outside the property" storage and park facilities including BBQ, benches, and shelter
- HCC bus to gather homeless throughout the city or state
- library and supplies

FF&E Costs: These are the costs associated with equipping the hospital, including:
- medical equipment: Imaging equipment, ER treating instruments, patient monitoring systems, etc.
- furniture: Beds, chairs, desks, etc.
- computer equipment: computers, servers, software, EMR. etc.
- telephone equipment: communication systems for the facility.
- other movable equipment:
- other equipment essential for hospital operations.
- scrubs for the entire city population: Guests wear scrubs in the Health Center while they are having their clothing laundered
Ongoing Expenses: Total operating salaries 75 million for 1,500 employees averaging $50,000 salaries and ongoing expenses capped at 1 billion per facility, capped at 35 facilities in 15 States. Vets are encouraged to join the project. Ongoing expenses include:
- building/tent city maintenance,
- utilities
- mental health services
- medical health services
- cleaning services
- temp staff salaries
- cafeteria food and beverage
- security camera and emergency beacon maintenance
- fire prevention maintenance
- SWAT/EMT maintenance
- HCC Buses maintenance
- intake maintenance
- storage/park BBQ/parameter maintenance
- social services
- drug and alcohol treatment
- financial and medical billing/coding
- library/computer room operations
- Industrial laundry expenses
- post office operations
- career center/donated business attire
- atrium cleaning/maintenance

- steam room maintenance
After six months or when each city is stabilized 50% of the staff will no longer be needed and will move to other city openings to train new staff.

REMEMBER
The foundation of the plan concept includes taking care of basic needs without crossing the line of giving the homeless an asset of value. The tent living is safe, clean, climate-controlled, and comfortable but not a youthful ambition.
- Safe: there are several manned security posts with cameras everywhere. Each area has a "Emergency Beacon". The living space is divided between families, women, children, and the elderly, the disabled, young men, and older men. Living in the facility is not a right, and one act of violence will be the violator expelled immediately.
- Clean: Homeless shopping carts and possessions will be stored outside the gate. Filth will not be allowed in the living space. The first step in registration is washing the guest's clothing and their body. They will have a medical assessment for communicable diseases like lice or TB. There will be trash cans and restroom facilities within steps of every living quarter. Any sign of litter of violating the Clean Act signed by each guest will be met with expulsion.
- Climate Controlled: The tents are the officer tents from Dessert Storm, where days could exceed 120 degrees and winter nights could go down to 40 degrees. Each tent will be maintained at a consistent temperature of 75 degrees. The health center will maintain a comfortable temperature.
- Comfortable: The tent will have beds, not cots, and will provide each guest with a comforter. There will be dividers for undressing privacy. There will be no socializing or gatherings in tents. Only those assigned to tents can enter those tents. They can socialize outside the gate, or in the health center. Tents are for sleeping only.
Of course, the homeless are not just going to jump on board. So we are planning free food stations outside the gates with Health Center City information. We will have vans going throughout the county, picking up the homeless and bringing them to the facility and food bank. There will be several carrots including hot food, a place to sleep, free medical care, a physical address where they can receive social services for the first time.

REASONS WHY CITIES AND STATES FAIL ON PURPOSE: MONEY!!!
The cities and states are so addicted to our tax dollars that they are intentionally keeping the homeless on the streets. This plan is the kryptonite of the Los Angeles City Council, its the hot potato at the Phoenix City Housing Authority, and the Raid to the cockroaches getting rich off of the backs of the homeless. Its a fight, cities get the funding and then undermine efforts to help the homeless people homeless in order to keep the cash flow flowing. Since the homeless don't vote, the money cities generate through the misery of the homeless is more valuable to politicians than the homeless themselves.
Under these circumstances, securing funding for the only solution to the homeless problem is impossible. We even had a representative from the mayor's office in Portland, Oregon—the most liberal city in America and the city with the 3rd highest homelessness rate in America per capita—tell us to stop trying, we're wasting time. Our plan would effectively tackle the issue and, in doing so, render homeless humanitarian (NGO) projects in Portland obsolete. When we pointed out that the mayor had just won his election by promising to solve the homelessness crisis, she laughed heartily and hung up on us. This happens five times a day. As a result, we are left with no choice but to explore creative financing solutions to turn on the lights to the Health Center City. The Health Center City is at a funding disadvantage because we have a solution to treat and shelter, but it doesn't include changing the sex of intercity rodents. Therefore, we remain outside the basic dysfunctional homeless resolution system of each city.
It's sad, but political leader apathy has forced us to resort to creative financing, and we intend to turn their apathy against them. Therefore, we are producing an HBO documentary on the material continued on this website. We will break ground to shelter and treat the homeless by producing a television documentary of this process. This documentary will expose the true fraud and pull the weasels out of their holes. Hopefully, they're allergic to sunlight. This conflict between good and evil, or homeless vets vs. DEI politicians, and unethical political greed vs. humanity... it makes for good news media. A brilliant documentary of a simple problem that has been haunting America for 50 years.
